Fallout 4 is a game that has always been associated with mods but Sony wanted to ruin Fallout 4 and its potential on the PS4 as they said gamers couldn’t use mods. By doing this they were risking people moving away to the PC and Xbox One to play games.
Bethesda pointed out that Sony wasn’t going to allow the user mods in Fallout 4 on the PS4 but now it is looking as though they have reached a compromise. PS4 mods are going to be allowed on the Skyrim Special Edition game and then they will come to Fallout 4 via a patch.
When playing on the Xbox One and PC gamers are able to load things into the game but anyone playing the PS4 won’t have the option to do this. It also means that things have to be put together from what they have and it stops people making Batsuits that are customised.

Apply Legendary Effects To Guns means you can make your own Legendary gear and make sure that it is useful.
So Sony did try to ruin the experience of Fallout 4 on the PS4 but they didn’t quite manage to do it.
